I need some serious help deciding what card to buy. Ideally, I don't want to spend more than $650-$700 USD. I've narrowed down my choices to a 3060Ti, 3070, 3070Ti, 6650XT, 6700XT, or a 6750XT. All of these cards I am able to find in my budget. Any advice is greatly, greatly appreciated.

Depends what you do and what resolution you do it at.

 

VFX Work or Production work such as in After Effects or Blender or Cinema 4D? 3070 Ti.

 

Gaming? 3060 Ti is more than enough for most if not all titles today and for a few years too, but I usually recommend higher tier cards for futureproofing and so it has higher resell value down the line. If it's only for gaming then what resolution? For 4k like on a TV you'll want the highest end, so the 3070 Ti or the 6750XT, but on 1080p you can be fine with any of those cards and still have smooth framerates in pretty much any title.

 

School work? Even Integrated Graphics are enough

Clarification:

I'm going to be using it with a 1920x1080@60Hz display (I know, its a horrible war crime but I'll get a better monitor eventually). I'm going to be doing lots of heavy gaming in racing sims and VR games (Quest 2 w/ cable)

From the 580 to a 3070 ti or 6750 XT will give you about 3x performance increase.

Don't worry about your screen ,you can always downsampling, I recommend get a 3070 ti if you care about ray tracing also I read somewhere that Nvidia card is better for VR, otherwise get a 6750 XT they both perform the same in rasterization.
