Low GPU usage in Time Spy

I've been getting really inconsistent results with Time Spy.

You can see from the comparison that both results are widely different due to low GPU usage in one. I cannot seem to get back to a "normal" result now. I've tried the following:

Nvidia Control Panel:
Disable GSync
Disable VSync
Power: Prefer Maximum Performance

Windows:
Power: High Performance
Safemode DDU and reinstalled graphics driver
Exit all background apps
Reset Bios
PBO on and off

My games seem unaffected and are using the expected +95% usage. It's just seems to be 3d Mark. Specs in signature.

Bump. Any idea on what could be causing this?
