GPU : RX480

No, the 4770K is faster than the 6500 and the 1070 is only a bit faster than the RX 480. If you already have this PC, simply upgrade the graphics card to something like a GTX 1080. If you also need a power supply upgrade that would probably be well within the budget.

My system is having some hardware issues cause crashes. I was wondering if I should buy I5 6500 system for about $450-500 CAD.

For $450 it's not bad, but make sure your system isn't having a simple problem with something like the SSD or power supply

Also it might be easier just to buy a new budget build and sell some old stuff:

12100F ~CAD 120

2x8GB@3200 ~CAD 70

MOBO ~CAD 130-150

 

PSU if needed

SSD if needed

 

Gaming should be similar or better vs 4770k (as far as quick a ggl search go)
