Vancouver Repair Options?

My daughter is working for a charity for the summer in Vancouver (East Vancouver) and her Dell laptop (long out of warranty) is giving her a warning that he TPM device is not detected and the dreaded BSoD.  Six months ago Windows corrupted on her badly and I got it going by full wipe and reinstall.  I have no idea what she was specifically doing at the time of the failure.

 

She doesn't have deep pockets, we are looking for some reputable repair shop around there that won't rip her off?
