Cheap used cards from Ukraine?

I've been looking at upgrading from my 2080, and my ebay adventures have produced some questions as there are a lot of listings that are between $100-250 lower than the other listings with the location tagged as "from Ukraine". Does anyone know if these cards are legitimate? It seems fishy that a 6900xt is going for $650ish in the average listing, but the ones out of Ukraine are pretty consistently around $499.
