Limit GPU Usage?

I was wondering if it was possible to limit GPU usage for a certain application? I love watching youtube videos while playing certain games. Got back into Ark and have been enjoying it casually. But I notice that this game takes up 90%-95% easily, even when I turn everything on medium low. And when I cap out like that I notice that my youtube video stutters a lot, while the audio is fine. So i'm just curious if you guys know any good way to fix that.

Easiest way to do it is to cap the frame rate, either in game, in the driver, or with something like Rivatuner.

there is a gpu performance setting in windows that looks like this:

I'm running windows 11 so might look different in windows 10. 
I'm not sure how well this actually works but its worth a shot.

Rivatuner has the ability to cap programs FPS? Sounds like my best bet

Available right in NVCP too.
