If you do a fresh install, yes. Everything will be uninstalled.

 

There is an option to "keep your personal data" in the installer though, just don't click on that.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

A clean install of Windows will remove all apps and files, if you upgrade or chose to keep files and programs during install then, no, you keep those files and apps. 

I'm better at fixing people than PC's... For now.
