Sometimes it's called rubbing alcohol. It's just the default cleaner for cleaning anything PC related, it's not conductive, it evaporates very quickly, and it's a good solvent. There's probably something else that works, but it's the one I've always used. 

 

There are probably other types that work, but you want to have some sort of solvent to help clean it, and while you can clean it with soap and water in the sink (assuming you know what you're doing), you would still want to wash it down with isopropyl afterwards.

I took it apart, is there anything here that does not look good?

You could always try the oven reflow trick. You chance killing it for good or a fix. 50/50 chances.

 

Watch some videos for a how to. 

 

@Beerzerker might even have suggestions for reflow as well.
