Games, programs or workloads that it will be used for: Escape from tarkov, halo infinite, mainly newer games, I'm hoping to start streaming and maybe video editing and creation.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I'm not sure what I need honestly, I'm so new to the word of pc building. I have no experience building pc's and my knowledge on parts is basically none. I'm unsure what motherboard to use and not sure if what I have picked out makes sense.

Same performance but cheaper. 

  • 12700F performs better than a 5900X in gaming, and outside of gaming it's pretty similar. Ryzen 5000 really doesn't make sense to buy unless it's very cheap.
  • 32gb should be enough RAM. You're probably not going to use 64gb, and when you see you're running out of RAM you could always order a new kit (make sure to buy the same kit)
  • You're probably not going to notice a difference between the Firecuda 520 and 980 Pro, so I'd just save money by getting a Firecuda 520.
  • This 3080 is cheaper and you're not going to notice a difference apart from RGB.
  • The Corsair 4000D Airflow is cheaper and has better airflow. The case you chose has vents on the side, but I think having the fans blow air directly to or from the components would cause better temps.
  • You're not going to need 1000w. 850w is more than enough.

Or, you could pay the same money for a significantly faster pc. This one is probably overkill and the price/performance isn't as good as the first build, so I recommend the first build.

This is also a viable case option if you want something in white (there's a black on too) or a mATX case (smaller, easier to transport, sits on desk more nicely):

Both cases come with preinstalled aRGB fans.

 

A 3080 vs 3080ti is gonna be imperceivable in difference to most people, especially someone who's never had a gaming PC before.  Definitely not worth the price and power premium for the ti.  The 3080 is still a blazing fast card that will last for a very long time.  

 

Same goes for the CPU.  The 12700F is gonna have games running well above the refresh rate and have PLENTY of cores available for x264/x265 encoding on stream.  Going from a 12-core toa 16-core is not worth doubling the price, especially when the core count is already high enough that they're never gonna all get used (remember, the p-copres are the fastest thing we've ever seen, and those e-cores are still 70% better than sky lake).
