So I have a problem with overwatch recently upgrading my GPU
So before I continue here is my pc specs:
i5-9400f
16gb ddr4 2666
gtx 1650 -> rtx 3060
So the problem is that recently going to rtx 3060, my fps sometimes it like 300 fps, but then it stop going and it goes from 260 to 200 and sometimes even lower, huge fps drops, never atleast too much of a fps drop that it goes under my monitor hz (165hz) and the gpu usage is literally at max 6% (absolute max) usually it lays between like 1% to 4% and my cpu is 100%
And yes I know overwatch is a cpu intensive game like csgo, but I dont think it should be this bad for me suddenly.
with gtx 1650 I got about 180 ish to 220 fps in mid of game, this might drop under 180 sometimes.
I have done DDU in safe mode, reinstalled my nvidia drivers without geforce experience, checked my power settings in windows and in nvidia all is max power, no fps limits no where.
Overwatch is only doing it, for example valorant and apex legends they both work normally as expected, especially apex since its gpu heavy game
A little bit that helped going from a 100% scaling to 150% but that didnt rlly raise the gpu usage, the only thing that raised gpu usage was putting everything on EPIC setting with like 200% scaling it got my gpu to like 30-40% usage but my fps was like 130-140ish
 
 also its not thermal throttling I ran haven engine for a bit and the max temp was 66celsius and my cpu max temp is about 55celsius
Also (16) GeForce RTX 2060 -- Intel Core i5-9400F -- Overwatch FPS Test - YouTube this is essentially the same ish system and it has about more fps than me, almost constant 300
 
I am also on Win11 and I did update to the newest windows before installing the new GPU before testing on my gtx 1650

It resetted it automaticly when I installed new GPU

 

And from the reset it did automaticly I just tweaked the settings from there
