elgato 4k60 not working on middle pcie slot but working on bottom one

Do you have an M.2 drive in M2C_SB?

I'm using a Gigabyte z690 aorus master motherboard, here's a pic of it :

my elgato 4k60 pro mk2 wasn't working when plugged in on this slot so I moved it to the bottom slot and there it worked

why that is? is it possible one of my pcie slot is dead somehow? I don't have another pcie device right now to test

it was detected in bios when it was plugged in the middle slot but in windows and elgato utility it didn't appear
