Is this score good for my GPU (Sapphire Nitro+ RX 580 4GB)

I got this GPU some while ago but never had the chance or interest to benchmark it up until now. I was wondering if this score normal for this type of benchmark

It's a bit off I'd say. Do you have PBO turned on? Curve Optimizer? I'm not really sure if 3600x has a PBO or curve optimizer on the BIOS, but try to take a look at it. 
What's the temp on both of your CPU and GPU?

Have you tried to compare the results that you could find on YouTube? just to give you some idea on what's the score on other people's build. 
If you just upgrade your PC, maybe your CPU, try to do a clean install Windows if you could.

I did on mine just yesterday after I upgraded my CPU from that 3600x to 5600x, and I notice on Cinebench R23, I got half of the score (scored 4xxx on multicore) that I got when I'm still using my old 3600x (scored 8xxx on multicore). I tried borrowing motherboard from friends and using my boot drive, and still the same results. And after I clean install a new Windows 11, I scored around 9xxx (multicore) on Cinebench clocked at 4,4 Ghz all core with PBO disabled. 
(Just to give you an idea how much a clean install could affect)

Why in windowed mode ? Just checked my 2500k + 280x got the same result as yours however in fullscreen tesselation normal and 2xAA. I had a rx580 but it seems i never tested it 😕

 

Tips for running benchmarks: Restart computer and leave nothing running in the background, monitoring, downloads,etc. For ryzen 3000 series, download latest chipset drivers from amd and use Amd Balanced power plan.

The setup is used most on line so it is easier to compare.

Widowed mode is mainly used for overclocking. Full screen is faster.

It is so fast that with my 3090 ti exceeds the bandwidth of my HDMI 2.1 cable using these settings. It is fine at 1440p and 4k.

 

The is my GTX 980 before I sold it last year. My i7 8086k is faster than the 3600x but my 980 is slower than the RX580.

I think the OPs score is on the money with those settings in windowed mode.
