GPU has very bad fps drops

Hello guys, my 1080 ti keeps stuttering or keeps dropping to 1 fps when in a game ive put the gpu in my brothers system and i get the same issue. ive done heaven benchmark and the scores are very good and the temps are good too .if you guys can help would be much appreciated
