Help with BOTTLENECK :/

My friend has an old pc with:

i5-4590 

Gigabyte H81ms Chipset Atx motherboard

16(8+8)Gb Hyperx 1600Mhz Dimms

Zotac 1050 ti and Corsair PSU VS450W

 

He plays Apex legends on Low graphics setting on constant 70-75fps. I recently checked my GPU (2060ti) on his System and the game ran smooth as butter with 160+ fps on low to medium settings.

I thought his GPU was bottlenecking but that doesn't seem to be the case as when i tried the 1050Ti on my system (Ryzen 5 3600/ B450 tomahawk/ 8+8gb Hyperx 3200mhz ) the 1050ti performed better with 100+fps on low to medium setting.

 

My friend wants to upgrade either CPU Or GPU. What should I suggest him. I cannot find the exactly what's causing the 1050ti to bottleneck on his system, because the CPU (i5 4590) doesn't reach even 90% usage during gaming session with 1050ti and the CPU and GPU temps go above 70 Degree(s) 

 

To sum it up - Old cpu performs well with 2060ti and 1050ti performs well with new cpu but both (old cpu and 1050ti) together bottleneck.

It could still be a CPU bottleneck if the GPU drivers are perhaps more optimised for the newer cards?  Was hardware accelerated GPU scheduling perhaps enabled when you used the 2060 Ti as that's exactly what its intended to do, reduce CPU overhead on lower end CPUs.

Maybe he has a lot of stuff running in the background causing the game to slow down?

 

See if GPU usage is above 90. If it is that's the bottleneck. If a game only uses 1 core and is bottlenecked by the CPU it would not show 100% CPU usage, in this case 25%.

Forget overall usage, what's the per core usage?
