I want to find some way to serialize a changer and a battery, when the 2 are present they work, but when the charger is not present I dont want another charger to charge the battery

What is the actual problem you're trying to solve by making a proprietary battery?

 

It's possible to put a small PROM on the battery and have a microcontroller in the charger read it when connected, but that's not a particularly practical method for the hobbyist tinkerer.

I want to make it so when an electric scooter is stolen ONLY 1 charger (the original) will charge it

Well, any modification made to the charging circuit can just as easily be undone/circumvented (battery chargers are simple to implement, just clip the leads to the battery), so I don't really think that will deter anyone in the long run.

 

Besides, they've still stolen your scooter. Whether they can charge it or not, they're not going to bring it back.

I'm going to give you the benefit of the doubt and assume there's some ESL mistranslation going on here, but you need to know that you're coming off as very mean/arrogant and not someone who deserves to be helped.

 

The best way to get an answer is to a) be nice about it, and b) provide as much information/description as you can (i.e. more than a total of three sentences).

1) Put as much effort into your questions as you expect people to put into their answers

2) Avoid XY problems, people can help you better if you state your ultimate goal instead of what you think is the solution

3) If you think someone misunderstood then say why/reexplain more clearly, saying "you didn't get it" won't help anyone understand it better nor want to further help. If people don't understand it means you need to give better explanations.

 

With the info you gave I could tell you to design your own battery and charger from scratch with a custom designed BMS based on a chip you can program to talk to the charger and only accept charge from the charger that has a microcontroller programmed to unlock it, but 

- It may be way outside your skillset

- It may not even achieve the desired outcome as suggested earlier

So while that's how "serializing components" would be done it's likely a useless answer in your particular case as well.
