So I have built my first PC in November last year. I got a prebuilt to upgrade from a German eBay seller, and it came with a German Windows installation. No big deal, right? Not until now, when MSI Afterburner settings were in German. I tried some apps, but they were fine. But I don't think I can fix it by reinstalling it, because I have a German Windows install and it might just be burned in. So is there any way to disinfect the German in my Windows install? This also happens when I go to the Windows troubleshooting menu, and occasionally when I sign in it does show the "Welcome" text in German.

Make sure to click on "Copy Settings"

If you have, then you are looking at reinstalling windows.

So I tried everything you suggested, (I did check the language settings in Windows settings prior to making this post but not Control panel) but still nothing. I don't want to reinstall Windows just because of this, but can I use the Windows settings method? I don't want to reinstall all my apps and all of that again.

If your problem is just the MSI afterburner, Uninstall the version that came with your computer, and reinstall it from its website.

https://www.msi.com/Landing/afterburner/graphics-cards

When you install, you can choose the language.

Also take into account that some sites, will not detect your SO locale, but the browser one, this happened to me with Firefox, i would assume that it's the same with chrome. Try to remove and reinstall your browser.
