does a cpu cooler have to have their own lga1700 bracket in order to work or can you use the bracket that comes with the intel stock cooler

The intel stock cooler doesn't have a bracket.

 

You need a bracket that is made for the specific cooler.

As @jaslion said, the stock cooler doesn't have a bracket, it just uses pushpins. There are a few aftermarket coolers that mount in the same way but they aren't necessarily ones you'd want to buy. 

 

If you buy a cooler that doesn't come with the LGA1700 bracket, most of the major brands will send you one for cheap (maybe only the cost of shipping) if you contact them and show your proof of purchase.
