bios reflashing help

so i bought a pc off of my friend and i took the gpu and my other friend took the pc (minus gpu) and the guy who i bought it off said he updated to windows 11 which was messing up my friends game with tpm2.0 and the bios on the b450 elite motheboard did not have the featuere to turn it on so he updated the bios and he done a setting in the bios and he just says it just constant boot loops it was working before he had done the bios update and ive tried diffrent cpus and still no luck so ive tried to reflash the bios chip and i did not realise the chip is only 1.8-2 volts and that the chip reprogramer is 3.3volts would u say just getting a new chip would be ok on ebay many thanks

remove a stick of ram?
