Seems like only Windows 10 32bit has NTVDM support.

As mentioned, 64-bit Windows doesn't have 16-bit emulation layer.

 

What you need to do is to run it via a DOS emulator. You have a few of them available. The most popular one is DOSBox, which is the most complete one, actively updated/improved, and it can handle games perfectly well (full audio support and everything to run these legacy games perfectly).
