Yeah, either you have installed a 32bit OS on the HDD or we missing some BIOS option.

Im kinda out of ideas, sorry.

I found the solution. Turns out although the card was saying it was the 540 variant it was in fact a 4000 so couldn’t be used for windows. Ended up wiping my external gaming M.2 and installing windows on it. Thanks for the help guys

remove the installation media and boot from the drive you installed windows on.

you're just repeatedly booting into the installer.

When the installation media is removed, no boot devices show. Just shows “Enter Setup” which takes me to Bios

Does your drive show up in bios? What're you installing windows onto?

Does it sit on that screen indefinitely, or will it boot into windows after awhile.

Yes drive shows in BIOS, I’m installing onto a Crucial 250gb SSD. It will sit on setup until I decide to attempt set up again.

Goes straight to BIOS

Yeah sorry i was just repeating what was already said.

When you delete partitions did you delete ALL of them?
Because if you leave the boot partition (where the boot manager lives) it might be corrupted and not be able to be used.
If you dont have valuable data on the drive delete every and all partitions. Taking out any other drive would make this a lot safer to do.

When i ask for more specs, don't expect me to know the answer!

Yea I started with a completely fresh drive, nothing on it. And it is only drive connected

Also make sure if W11 you have the TPM stuff turned on in the BIOS.

As for W10, its might be some UEFI setting of some kind preventing boot.

How did you create the install media?

Install media was created off my laptop onto a USB Flash stick. Win10 64

With the Windows creator or Rufus?
If the first make sure in the BIOS that boot mode is set to UEFI (and not BIOS or legacy).

I'm not 100% if this is the fix. But when it acts like that I've experienced its usually a boot system conflict.
Using MBR on the hard-drive you need legacy/BIOS boot-mode.
Using GPT on the hard-drive the BIOS needs to be set to UEFI boot-mode.
But this is only relevant if using Rufus to make the install media (USB stick)

Can you plug the drive into another computer to verify stuff is being put on it by the installer?

Maybe install in legacy mode? or enable/disable UEFI?

I'm honestly running out of ideas.

The only thing I haven’t attempted is the UEFI as I can’t seem to switch it on and off in my BIOS. It’s just greyed out

Yes from Windows Creator, BIOS is in UEFI as I can’t even change it 😂

If you could share some info of the computer in question it might make this a bit easier to check.

But i did a quick check on why such would be 'greyed' out.
Found this on a random Dell site:

  • Restart the computer and tap F2 at Dell logo.
  • Under "BOOT" Change the Boot list option to UEFI.
  • Load Legacy option ROM: Disabled.
  • Then enable “Secure boot”.
  • Now tap F10 to Save and Exit.

Even if you dont have a Dell, it might be needed to change the boot options (or similar) first.

Or maybe you need to switch CSM or a boot device setting.

Whats the graphics card you have in there when trying?
Manual says it will not work with older cards.

Also see the "Howto check BIOS mode" as that would be handy to know.

No problem. I’m hoping the fresh creation tool will fix, If not windows may be on an old HDD for a bit 😂😂
