Second gpu not posting

No. Just re seat the original card and try booting up again. Why the heck were you trying to use two gpus? Two gpus aren't even a thing anymore

Two GPUs working together isn't really a thing anymore. Multiple GPUs for multiple tasks is still a thing.

SLI isn't a thing anymore. So dual cards is dead for gaming.

But for other parallelized work loads it can still be helpful.

So the 2060 is still in the second slot unplugged while the first slot gpu is plugged in? Why not just remove the second gpu and try booting up the system. It's not very easy to just "kill" a card out of the blue

Like mentioned, just reseat it. Prolly best to swap them around if you aren't gonna keep both in and powered. 
Not sure why people bring up sli, no one said anything about that or gaming. Like parrots stuck beating a dead horse because they cant read.
