Never tried 70% wipes, but I would be worried about what's in that 30% that isn't water.  

 

Water won't hurt a gpu on it's own, it would need to conduct electricity to cause harm, so as long as the card is fully dry before you put it in it will be ok.

 

The wipes may leave residue that might cause issues with the thermal pads or paste, so I recommend waiting until you do have isopropyl alcohol.

Why you need to use the alcohol? Not necessary really, a good dusting should be good.

The PCB usually dont collect dust, its only the fan / heatsink you should take care of.

I really don't recommend repasting, unless you have a very high temperature.
