Stuttering/Frame Skipping Issue (All the time)

Recently my computer acquired a new skill wherein it will stutter/skip frames. It doesn't matter if I'm gaming or just browsing on the desktop, you can move the mouse across the screen and watch it skip along. For context, it only started happening in the past 2 or 3 weeks with me just dealing with it and only just now becoming unbearable. Just to list off what I'm working with here, I have a 240hz and a 165hz display so bad refresh rate can't be the issue, it also happens on both monitors. I installed a 3080 recently but I just switched back to my 2080 Super and the issue still persists. I tried rolling back to the previous Nvidia driver to no avail. I also got fed up with it enough to wipe my hard drives clean and reinstall Windows with no change. I ran the RAM diagnostic tool and found that to not be the issue. The computer doesn't crash any games or blue screen and CPU temps are in the mid 50's (5900x). Does an issue like this sound familiar to anyone? It's driving me crazy and I'm thinking that getting either a new power supply or motherboard might have to be the fix. Only thing I haven't done yet is switch back to the old CPU to see if that could be the problem, but I don't have any thermal paste lying around. Either way, if you have any wisdom that you think might help be sure to reach out.

That could potentially be the problem, I noticed that it mentioned that it was occurring on both Windows 10 and 11. Unfortunately they don't provide a very good description of the problem stating "AMD has determined that select AMD Ryzen™ system configurations may intermittently perform extended fTPM-related memory transactions in SPI flash memory (“SPIROM”) located on the motherboard, which can lead to temporary pauses in system interactivity or responsiveness until the transaction is concluded." As well, it seems odd that this issue would only just start occurring while I've had this same CPU in the system for almost a year now. We'll sit at a strong "maybe" on your solution.
