Other details PC Specs:  AMD Ryzen 5 3600x, Asus B550 m/a Motherboard, Asus GTX 1660ti, 256GB (Brand unsure) M.2 nvme ssd, 500 GB Seagate HDD, 2TB Seagate HDD, Asus TUF G301 Case, (Brand Unsure) 550 Watt 80+ Bronze PSU (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I want to be able to play at 1080p @ 60hz on possible max settings. I'm not asking for what parts I need to get there, instead I'm asking what is the first place in my specs I should focus on first.

First you want to upgrade your gpu after that ur CPU and mobo because u should go for 12th gen Intel its simply the best rn and maybe upgrade to 750w psů u should be all set then

First step: make sure your you have 2 sticks of RAM installed (and they work in dual channel).

I agree upgrade the GPU. Something like a 3060 would be a nice upgrade.

 

I would NOT upgrade your CPU however. Especially for 1080p @ 60 HZ, there is absolutely NO reason the 3600 is not plenty fast enough. You will notice ZERO difference at 60 Hz upgrading your CPU. Literally ZERO, since the 3600 is more than capable enough of pushing 60 fps in any game.

 

It is only at high refresh rates above 120 Hz, in esports games like CS:GO or Rainbow Six Siege where you will notice the difference between a 3600 and let's say a 5600X or 12600K. If you are only pushing 60 Hz, you are never CPU limited with a 3600.

 

Get a better GPU and just enjoy it, your PC is plenty new and fast, no need to do major upgrades right now.

Def gpu upgrade since you are playing triple a titles, otherwise looks ok

 

Also try overclocking your monitor by making custom resolutions in your gpu drivers and raising the refresh rate, aim for 75hz but some monitors can clock higher like 79hz while others are garbage and either clock really low like 65hz or dont clock at all

Is the 1660ti really a problem at 1080p 60Hz?  What games are you getting framerate drops in?  
 

i would also recommend tinkering with settings a bit if it’s only one or two games, and don’t max out anti-aliasing (AA), as that uses a ton of power for something you barely see that some people think looks like crap anyway.  Shadows are also usually a card burner.  Most of the time the difference between high and ultra is indistinguishable, especially if its an individual  setting or two.  
i would be VERY hesitant to recommend any upgrades to this still relatively new system for 1080p 60Hz gaming.
