Why is my cpu so HOT

Im running a Ryzen 9 5900x and it has a msi water cooler 360mm but when idle it still runs at 60c to 70c and after gaming for about an hour it will begin thermal throttling drooping from 3.70 ish GHz to between 0.7 and 1.7GHz. Is it a bad cpu bad cooler or one of the other parts like the motherboard 

Motherboard: Asrock phantom gaming X570 

Ram: 64gbs of ddr4 G.Skill Trident Z RGB

Im using the Corsair iCUE 5000X and its base fans in the front and and another corsair fan in the front

MSI has recalled a bunch of faulty AIO's. Worth check on their site but yeah if the mount/paste is good then it sounds like a failing cooler.

Yeah that is definitely a faulty cooler
