Private Minecraft java server won't allow connection though cellular

I have a private Minecraft server setup on my home network which has given me no issues apart from when trying to connect via cellular data as opposed to WiFi from any other location. 

I am also able to connect to other public servers via cellular with no issues, is this just a server side option I have to box tick? 

Setup is 1.18.1 java forge modded with 70 mods  running on an ml350 with  windows server

You can connect to your minecraft server when connected to anything other than your wireless network right? I assume you done your port forwards and made sure they work? Otherwise you are just hosting a LAN server.

You need to foward port 25565 and then type your public ip in the ip field to join. Otherwise, as Levent said, your just hosting a LAN server.

Port forwarding all seems good, I can connect to it from multiple locations that are not connected to the home network, such as my daughters house, I'm using my phones hot-spot to which my laptop is connected to, and with this setup I am able to connect to other public minecraft servers so I don't believe bandwidth or my network providers infrastructure is the issue.
