Trouble with SURFboard DOCSIS 3.1 Router. I have 2 PC's hooked up to this via ethernet, but only one pc get's 1000mb while the other gets 100. and if i switch the cables with each other on the router it shifts, so its not the cables or drivers. Im a little confused and dont have experience with network issues. (Also the Arris Router says it has 4 1gb ports aswell)

What do you mean it "shifts"? Does the problem stay with the PC, or follow the router?

 

What are the two PCs? Do they both have gigabit? Is there a switch in between the router and one of the PCs?

They both have gigabit and are fully capable of 1gb speeds. But if i shift the cables on the Router like plug them in where the other one was then the Other Pc gets 1GB while the first one gets 100. Seems like only the top port is giving gb speeds.

Check the actual jack/port/sockets  both ends, at the cable modem and at the back of PC ... make sure the individual pins in the sockets are aligned, flexible and don't short to other pins.  When a plug is inserted into the ethernet socket, those pins inside the socket are supposed to bend a bit and touch the pins of the plug.  

 

Check the cables as well, make sure all the contacts in the plugs "bite" into the 8 wires.

 

If one connection stays at 100 mbps that could mean some wires in the cable don't transfer data, and that could be either due to bad cable or cable plugs or bad pins in ethernet sockets - for 100 mbps, only 4 wires have to be functional in an ethernet cable. 

 

In rarer cases, drops to 100 mbps could be caused by bad drivers... so maybe check that as well.

Depending on the model it will have 1 or more gigabit ports. Might be that your model only has 1x gigabit and 1x ethernet. What model do you have?
