Problem: pc wont power on

I'm trying to troubleshoot a problem with my cousins pc. Apparently his gpu started smoking and now the pc wont power on. Theres a solid red light at the top left side of the motherboard so I'm assuming there's power going to the pc bit when pressing the power button, nothing happens. Would this mean there's something wrong with the motherboard?

And yes I know the pc is dirty I'm equally as disgusted.

Clean it. Or make the cousin do it with cotton swabs, tweezers and a toothbrush. That way the cousin will learn the importance of keeping the PC clean.

On the picture, there's no GPU. 3700X doesn't have integrated graphics so you can't boot without a GPU inside.

So does it even not power on when there isn't a GPU in it?

From the looks of it, all that dust might have shorted the GPU. Dust absorb moisture from the air.

I get the dust issue. The gpu is done, that's not a question. The problem now is that the pc wont even power on. I shouldn't need a gpu just to power on the case and motherboard. I was wondering if anyone knew about the red light indicator if maybe there may be another internal issue such as the motherboard or maybe the buttons on the case may be fried itself.

that dust did not short anything.  an airblower could break the fans though.

in case you go with a new motherboard and cpu (with integrated graphics), it will probably come with a dead cmos battery.  a new cmos battery is probably a good idea. a dead cmos battery will lead to no post.
