GTX 1070 paired with i5-8400 is not getting 100% GPU usage on Full HD High settings AAA games

Hello i have a problem and i think my gaming build is bottlenecking.

 

I have upgraded from my MSI Aero GTX 1060 6GB to a HP founders edition GTX 1070 8GB and i love the gpu so far but there is a problem. 

The gpu usage is not always 100% (see screenshots) only in Microsoft Flight Simulator 2020 when i am above 2k feet. 

On other AAA games i still dont get 100% gpu usage. 

I uninstalled the old drivers + the new drivers for the GTX 1070 but didnt helped then i did a complete reset from Windows 11 and this didnt helped. 

But i hope you guys can help me here, thanks in advance!

We dont need over a dozen screenshots of videogames.

 

From the looks of it your cpu usage is high so it makes sense the gpu wont have very high usage if its waiting for the cpu to constantly catch up.

What's your per core usage on the CPU? 

I'm not actually trying to be as grumpy as it seems.

You can edit your post, add a spoiler with the "eye" icon, then move them into it.

What's the per core usage on the CPU? Task manager>More Details>Performance>CPU>Right click graph and select "Change graph to logical processors"

This looks like a CPU bottleneck. If you want to, you can download intel xtu and raise the turbo power limit to allow some more power to it which might help if you really cannot live with a bit of a bottleneck of your CPU

In that game, you're simply CPU bound. You can turn up some graphics settings, but that will only help a little bit. If the CPU is having to tell the GPU as fast as it can what to do because the GPU is finished so fast, you might be able to make the GPU take a little bit longer making frames.

I can't remember if Intel XTU will even allow any sort of boost on a H310 or locked CPU, but it could be worth a shot. I doubt it'll let you do much of anything though. 

You could jump up to a higher resolution. There isn't much you're going to do to "fix" something that's not a problem without spending money. Get a higher res monitor, GPU would then be the bottleneck. Every system will have a bottleneck. There's nothing wrong with having one if you're getting the performance you like out of your computer.

It just means rhat it is not officially supported. That was the case for my 9700 too. Just get it anyway if you want to. With locked CPUs you will have to re-apply the settings you set after every boot though

No, it's just giving it more power to reach its max clock

Well then there's not that much to get out of your CPU probably because you're going to hit thermal limits but you can try lifting the power limit and if it throttles, back it down to where it doesn't throttle. Your i5 shouldn't throttle that fast though

just installed msi dragon center for my msi motherboard and activated extreme performance and will look if something has changed
