There are some stress tests included with things like Ultimate Boot CD, but since you have to boot something anyway it's not a huge leap to boot an OS for a much wider selection of stress tests, potentially a live USB of a Linux distro.

I know, which is why I linked to Ultimate Boot CD, but in-OS stress testing is significantly easier, and I don't know OP's reason to not want an OS. If it's just not wanting to or being capable of installing one a live boot USB also becomes a valid option.

We have been having issues with a machine in both Ubuntu 16.04 and Windows which makes us think it's a hardware issues.  Random lockups / reboots.  We have swapped numerous component parts, yet still the issue exists.  We have the Ultimate boot CD but the AMD test on it references K series of cpus.  Most of our experience has been with Intel cpus not AMD and we were unsure if there was some other tool would be a better fit.

 

The main reason to stress outside of the OS was to remove as many variables as possible.
