Right now i have a 8gb radeon 5500 xt and a ryzen 3 3100, but in apex the gpu is at 97% usage and stutterers the odd time what could i consider swapping it out for?

Overclock the balls off the gpu with msi afterburner, literally just shove all limit sliders to the right and start raising core and ram freq, gpus are usually not that adjustable and even if they are then ocp and thermal throttle will save you so theres no danger of frying your gpu unless you wanna go into the realm of hardware mods (shunt mod, voltmod, etc.) Cause if used incorrectly then they can end up frying your gpu but thats only if you are stupid enough to whack the voltages to something stupidly high like 0.5v over stock volt

Frame stutters tend to be a CPU problem, not GPU. Upgrading your gpu will still give you frame stutter problems. Trying grabbing a 3600/5600x, which ever is cheaper, and see if you still have that problem.
