They are both 24" 1080p IPS with FreeSync. Only difference is refresh rate.

 

144 Hz is "better" only if the higher refresh rate matters to you.

Both are decent, although if you're going for gaming I'd 100% go the 144hz option. Higher refresh rates are a really good thing for gaming. Though, it's not for everyone. If you tend to use your pc at night, you might wanna think about the second option, as it does have lower blue light. It's preference, again.
