Are you setting your multiplier for a reason? Cause if you are just trying to overclock the 5900x, that is probably the least efficient way to do it.

If you are trying to reply to people I recommend you quote them first also just upping the core ratio as he said is not a good way to overclock your cpu.  Is there a reason why you want to overclock your cpu?  With the 5900x overclocking will have little to no gains when taking cooling and voltage as a consideration.

Depending on how in depth you are looking to go, there are several options.

1. Enable PBO2 and play with those settings. (ie, edit the PBO curve offset)

2. Ryzen Master System is an AMD official OC software that is sorta user friendly, you could also use that.

3. 1Usmus' Clock Tool for Ryzen (CTR2.1) is also a pretty easy one click OC tool.

The way you are going about it will work, but it is forcing an all core overclock and you are missing out on the single core boosts of 4.9 or higher on that chip. The other options I listed will allow you to keep those single core boosts, but also give you higher overall clocks when running CPU demanding programs.

your cpu is most likely hitting the boost clock but for a short period hence the boost.  The boost clock isnt supposed to be maintained for long times and the time of boost can be shortened even more due to temperatures.  If its the boost you want to reach dont worry you definitely already have reached it.  The gains of overclocking on ryzen isnt very beneficial as say intel.

Amd advertises single boost clock speed per core at least for 3000 series..I'm not sure about 5000 series, guys will confirm that.

Please do not take offence for my apparent confusion or rudeness,it's not intent me to be like that,it's just my BPD,be nice to me,and I'll return twice better,be rude and usually I get easly pissed of...I'll try to help anyone here,as long as it's something I dealt with, and even if you think I'm rude or not polite, forgive me,  it's not me it's my BPD.

Thanks for understanding.

I believe for the 5900x its like 3-4 cores (fastest cores) on the cpu, it dips after a few seconds however.

Pretty sure you are correct.

It will depend on thermal headroom. And I believe it's usually 6 cores?

Here is mine running a game in the background (Anyone else playing way too much lost ark??):

so it being on 4.18-4.2 is ok for the 5900x

Correct. Unless you enable PBO or use something like the CTR tool, that is normal operation for all core load on a 5900x.

I'm lazy, I'm using CTR 2.1:

ClockTuner v2.1 for Ryzen (CTR) Guide - Introduction (guru3d.com)

Others here might say go PBO route in the BIOS. So do your research. But this ain't your old CPUs where you set a static ghz and be done with it.

First thing, install HWinfo and check your cores with that.

Next, I'd revert any changes you made to your CPU so far, set your XMP (or DOCP) profile for your RAM. Save and boot to Windows to make sure it works. Check HWinfo for clock speeds again.

Then here is where it is up to you, either reboot to BIOS and look for your PBO settings and make sure they are enabled (if set to Auto, change to enabled), save and boot to Windows. OR, download that tool I linked, or the Ryzen Master Utility: AMD Ryzen™ Master Utility for Overclocking Control | AMD and start your OC journey from there.

The only thing you need to do is:

1: Go into BIOS and Load Optimized Defaults then enable XMP.

2: F10 to save changes and reboot.

That's it.

Your hwinfo should now show cores boosting above this standard 4.2 you set. The 4.8 number is what one core can achieve. You will see this value depending on what you are doing.
