Stuttering Issues

Hello everyone. My pc started to have stuttering issues in games 3 days ago. In rocket league the game stutters and audio keeps cutting out every minute. But in valorant the game doesnt stutter but the audio keeps cutting out over and over again with no fps drops. I couldnt find a solution so i formatted my pc but the issue didnt get fixed. I have a ryzen 7 3700x and a rtx 2070 super. Id appreciate any help/advice.
