CPU mostly. The larger the game gets (more units, more stuff going on in general) the harder the CPU is going to have to work during turn calculation. However, you don't need to go all out necessarily. It's just your current CPU is really slow and just can't keep up. Even a modern 6-core processor would be good enough.

Good evening to all and thank you in advance for any insight that you can give me. 

I am planning a new PC build and I have a fairly good handle on what I am going for, however I play several large strategy games (Crusader Kings, Hearts of Iron, Anno, etc) and as the game wears on and Empires grow I find that the game grows sluggish and unresponsive to the point of unplayable. 

Is this an issue that can be mitigated or corrected through better hardware? And if so, would this be a processor issue or a RAM issue? I can't imagine it would be a GPU issue, but as I said, I am very open to any information or suggestion you are gracious enough to send my way. 

 

I am running a core i7 2600 with 16g of DDR3 and a GTX1660

yep, something that you might want to get would be something like a 12600k(intel, lga 1700) , 5600x (amd, am4), or 12400(f)(intel, lga 1700).
