What would be the absolute perfect monitor for a 1650?

Unfortunately that budget and those features don't add up. There is nothing at that size, which i'm still asking if you can clarify, that's high refresh with G-Sync compatibility. 

 

If you can increase the size to 24" and budget to $200-$220, you can get that AOC linked above or Rtings best rated budget panel, the Acer Nitro XF243Y Pbmiiprx. 

 

The AOC isn't officially G-Sync compatible but according to this review, it still works. 

I have a 1650 OC Edition (not sure it matters) 4GB of GDDR5 and I want a 144hz with 1080p resolution with G-Sync. Anything above 144 would be great but not needed, 1080p should stay the same because price, both cash and hardware. Also it can't be too big because my desk is quite small with 2 small monitors already there.

 

This is how far i will let my monitors go, about 18 inches although i might be able to get away with it being like 20 inches. (sorry for crumbs and crap on my desk, i haven't had time to sweep it)

If that is an image, it's not working. 

 

As for those measurements, is that what you're looking for in a display? 18-20" 1080p 144Hz+ Gsync display? I can assure you something like that doesn't exist in the desktop space, there is just not market for it.
