Asus Geforce RTX 2070S 8GB ROG Strix keeps spinning up and down.

I have this Asus Geforce RTX 2070S 8GB ROG Strix which I've had for two years.

About half a year ago it started spinning randomly up and down in Warframe. Like it went from silent to a Boeing to being silent again. It does that around every minute.

It's when my gpu goes under full load 78/105 degrees. I know people in here says its way too high, but Nvidia has mailed me that this is normal with this GPU when it's being pushed to the limit.

In Warframe is persists in the big open world zones.

I have no issues in Neverwinter (MMO).

No issue in Smite.

No issue in State of Decay 2

In Diablo 2 Resurrected my fans goes full speed up and down.

New World also causes to my fan speed to go up and down randomly.

So its not in every game. But it happens often.

I can also see some other have the issue that their gpu fans randomly ramps up and down.

I shouldnt be needing to limit my fan power limit to 62% @ 70 temp.

If I dont limit my fan power limit it goes 100% @ 78 temp with aeroplane fans spinning up and down randomly.

The thing is, limiting my fan power limit doesnt reduce my gameplay performance by that much

I do clean my fans occasionally , so that shouldnt be the problem. I have also tried updating my bios, reinstalling and updating gpu drivers, but the problem still persists.

Edit: By fan power limit, I mean limiting in MSI Afterburner, so I get the desired temp limit.
