Especially if you're trying to hit 4000MHz on your RAM, don't get that motherboard. Gigabyte boards for this generation have had a lot of issues running higher speed memory. Go for basically any other Z690 board from a different manufacturer with an adequate VRM. The MSI Z690-A Pro is probably the best value board. 

 

What specific PSU? The RM750x might be able to handle a 3080, but an CX750 definitely wouldn't. Either way though, you should go for a higher wattage unit for a 3080, just to be safe. An RM850x shouldn't be much more expensive and actually should be able to handle a 3080.

Make sure the PSU is a Corsair RM or RMx 750W 80+ Gold PSU or better. Seasonic is also a great brand for PSU's.

 

As for the cpu & motherboard, you might be able to reduce everything by going with a 5800X, b550 motherboard, and a decent air cpu cooler. I would also go for better fans, mainly PWM fans. Corsair ML120 or LL120.
