PC won't shut down

Okay so as the title says my PC will not shut down currently. When I press shut down windows and some devices perform their shut down routines as normal however my fans stay on and my GPU stays on. It then takes around 20-25 seconds and boots back up. I've had some success in unplugging USB devices but currently haven't narrowed it down to which device is possibly causing it and it doesn't always resolve the issue. This has only started happeing since updating to the latest BIOS on my motherboard. I have reset all settings on the Mobo which hasn't helped currently and CMOS was cleared. Specs are below and a DXdiag is attatched.

CPU: Ryzen 9 3900X

MOBO: ASUS X470 Crosshair VII (WiFi) BIOS ver 4603 AGESA V2 PI 1.2.0.3 Patch C

RAM: 16GB DDR4 3200MHz

GPU: XFX RX 6900XT Black

Sound Card: Creative Soundblaster AE-9

Windows 11 version 21H2

Recently, updated the BIOS around 3 days ago which is when the issue started
