So as the title says my laptop freezes at shutdown.

Its not OS depending since i recently dualbooted my pc with linux and it also gets stuck with linux.

So the OS looks like it shuts down, screen goes black and the device seems to stay on.

My fans keep running, keyboard backlight stays on, ... so the device is clearly still on.

Im guessing its a bios issue since it does it in both windows and linux.

Any suggestions?

I have a similar issue sometimes and yeah my guess is it's related to ACPI functions on the MB.
Does event viewer show anything around that time in system logs?
I would flash the newest FW on it.

You can also try a CMOS clear.
