RTX 2080Ti Running at PCIe 3.0 x8

I noticed some massive frame drops on decade-old games that used to run flawlessly on my RTX 2080Ti. After doing a little bit of research, someone recommended I download GPU-Z and I confirmed my card is running at x8, despite being on the same x16 slot it's been since the day I got the card.

Not sure what happened for the speeds to change, but I did transfer everything over to my new case and I feel that's where something may have gone wrong.

How do I fix it?

Pop the card out and reseat it. I had a similar issue happen and this solved the issue.  
 

my assumption is that some of the pins were not making good contct.

Thanks KWelz! I just tried your suggestion, but it's still stuck at x8. Do you know what else it could be?

Have you checked the settings in the bios?   Perhaps reset CMOS?
