Yes, there are people, they don't want to be tracked around while they browse the internet(which is a way cookies are used).

I do decline cookies on many pages myself.

no it used to track you meting they collect your data. what sites you visited and so on. to then sell to others. most sites that have the pop up wont let you visit it with out accepting it.

AFAIK, no.

Cookies are used to store data in the browser, the most common one(aside from tracking ones) being login cookies. Let's say you login to this forum. The server sends a cookie to your browser. This cookie contains an authentication string. Now, every time you visit the forum, your browser will send that cookie back to the server. This way, the server can authenticate you, without having you enter the password every time.

depends if you value that data. i mean a smart device or facebook is probly far worse as it out right records you. you can go down the road of trying to block it but its along road.
