Experts needed, is "-http=wininet" safe to use?

It suppsedly can be used to use the epic games launcher offline , what i find sus however, is, i cant find any info about  this online. if i search for "-http=wininet"  i get actually zero hits... nothing.

 

"wininet" yes, but that doesn't really help with regards to the command line above?

 

So whats the worst case that can happen , is it safe to try?
