Stuttering

Hello, I'm having stutterings in my system am unsure why. Specifically its noticable in Warzone, Left 4 dead 2, God Of War, and CSGO just to name a few. Is there anything I can do to fix this? Stuttering is not limited to games and is also seen in google chrome, here I have hardware acceleration and have experiments turning it on and off. If a website has a picture for example, it stutters as if its trying to load and once it does the browsing experience is good again. I have tried the following troubleshooting methods: 

 

1. Use DDU for the drivers

2. Install a clean state of windows

3. Using Nvidia's cleanup tool

4. Vsync on and off

5. Swapping out ram and PSU

6. resetting Nvidia control panel to default and applying these settings:

Anisoptropic filtering 4x

Antialiasing - Mode: Override any application setting

Antialiasing - Setting: 4x Antialiasing.            

Antialiasing-transparency: Multisample

Shader Cache size: Off.        

Texture filtering - Anisoptropic sample options: Off.      

Texture filtering - Negative LOD bias: Clamp

Texture filtering - Trilinear optimization: On.    

Triple buffering: Off

7. resetting Nvidia control panel to default and applying these settings:'

Power management mode - high performance

Threaded optimization - off

Triple buffering - off

Vertical sync - off (I use gsync on an omen 27i)

Low Latency Mode - Ultra

Debugging mode Activated.

8. Lowering fps to a framerate I know that can be constant. Getting 1fps drops from constant, results in a stutter.

9. Reseating components connected to the mobo, CPU, GPU, and RAM.

10. Resetting the CMOS to clear bios. Here I enable DOCP to my rams specs, 3200MHz, and turn off usb power options after shutdown.

11. DSR to 4K resolution

 

CPU: Ryzen 7 3700X with Kraken Z63

Motherboard: Asus Tuf Gaming plus wifi X570

RAM: Two 8 Gb Corsair Vengence RGB pro (16Gb) 3200MHz running dual channel. It is in slots 2 and 4, DIMMS B2 and A2.

GPU: RTX 3080 FE

Storage: 500Gb Samsung 970 EVO Plus and 1Tb Samsung 980 Pro NVME M.2

PSU: RM1000X

Case: H510i from NZXT.

Monitor: Omen 27i

Power system: Ryzen Balanced power plan

I installed the Wifi, bluetooth, lan, audio drivers from there. For the GPU I did a custom install to do it cleanly, game ready driver 511.23, and the chipset was retrieved from the AMD website. Am I screwing myself from not installing the VGA driver? What I found interesting was I installed a 1080 and still stuttered, my 3080 was installed in another computer running linux and it ran smooth like butter ingame. Please let me know if ya'll have any ideas, this is driving me insane. 

 

P.S. Temperatures have been tested heavily and are in healthy conditions, there is no thermal throttling.

ok, this might sound obvious, but you really shouldn't need to change anything in Nvidia settings to get "normal" performance.

some other things you did were a good idea tho… ddu, reset cmos, windows... 

 

honestly i would ddu again to have a clean state and obviously install the Nvidia driver.

 

and then uninstall any 3rd party software for rgb and fan control etc, including and especially NZXT cam, they're all known to make issues.

Then reboot pc and see if anything improved.
