PC turns on but doesn't get any video output.

I recently received an old pc from my cousin. I was fully aware that he was having problems where (it would turn off randomly and couldn't install an os) but I took it nonetheless. I basically completely took apart and rebuilt the system and cleaned out the dust filled aio. It no gets no video output whatsoever but it the fans do spin up (there's no rgb.) I am using an HDMI output and have no way to test VGA or Display port. I've tried everything I can think of but I am completely stumped. 

 

Here are the specs:

Some FX processor, not sure which tho. 

EVGA 660 Ti

Asus m5a78l-m AM3+ 

EVGA 600 B 

Thermaltake Water 2.0 120 mm aio

Seagate Barracuda 2TB HDD

Some old case, TBH I have no idea.

move the GPU to the next available PCI-e X16 slot.

also, be sure you are selecting the correct video input on the monitor itself!

I agree with Retro, plus check that those PCI power cables going into the GPU are firmly seated. Also, if you are gonna use that long-term, it may be a good idea to block those open PCI slots in the back of the case. A loooot of dust is gonna go in those.
