CL = Cas Latency
Lower CL = Faster, More expensive.

CL stands for cas latency.

Oversimplify: The delay time of the RAM. Lower = faster RAM. (btw this does not have related to speed of the RAM).

 

If your budget is low, you can just go to your local PC shop, pick one cheap, neat and useable with your system. Don't care CL.

It's going to be hard finding c16 for under 80 bucks. I think that you should try using the G.SKILL Trident Z RGB (For AMD) 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 3600 (PC4 28800) Intel XMP 2.0 Desktop Memory Model F4-3600C18D-16GTZRX. It starts at 90, but on newegg they dropped it down to 83. Trident Z is probably the best RAM out there (in my opinion). The offer ends in 18 hours. what about Crucial Ballistix 16 GB (2 x 8 GB) DDR4-3600 CL16 Memory in my region it fits my budget

3200 mhz would, the normal would be double. Make sure you're looking at desktop memory and not laptop. I prefer g.skill, but crucial isn't a bad choice.
