Best spray paint for graphics card backplate?

What would be a good spray paint for a GPU backplate? Would I also need clear coat?

Depends on what the backplate is made of. But either way, you need to prep it first by sanding, cleaning and using a good primer. Without that, it will chip/be hell to get a decent finish.
