Help with refresh rates on intel hd

I just replaced my screen on my hp laptop with intel hd 620 graphics. The screen didnt flickr at the bios only in windows. Thought it was a hardware problem but when i unistalled the drivers it was running at 64 hz and doesnt flicker. 

Is there any way other than custom refresh rate utility (that ddint work) to force 64 while using drivers?
