Computer keeps on crashing

I just installed a new motherboard and cpu but my computer keeps giving me the blue screen and restarts. Nothing will load and I can’t get on anything. Does anyone have an answer.

Did you reinstall windows?

If not, that's the first thing you're going to want to do as you just made significant hardware changes.

I tried to install it but it said that it fails in the safe-os
