Cpu throttled to 800mhz and under 30 degrees

Hey all, ive recently noticed that my cpu is showing 800mhz and under 30 degrees on a 10850k, XTU is also telling me its thermal throttling at 30 degrees. ive tried manually overclocking it, changing settings in the registry editor and resetting the cmos multiple times including changing c-states and disabling speedstep. i cant figure out what the hell is going on so please, if anyone knows how to fix this please help

I would check under your Windows Power Plan > Advanced Power Settings > Processor Power Management > Maximum Processor State isn't set below 100%.

Ive tried;

manual OC

changing stuff in the registry editor

resetting the bios

jumping the CMOS pins

power plan settings

forcing constant voltage

Use a spare SSD to install Windows 10 for testing, this way you could resolve the software problem with your current install. But first clear the CMOS one more time before trying to install a fresh copy of Windows 10.

my next option was gonna be reinstalling windows
